Richland highway superintendent reports winter work; board approves replacement tractor purchase

Balcom said he solicited four bids to replace a tractor and recommended a Kioti 40-horsepower model as the most cost-effective option. "They were $5,000 less than John Deere, $6,000 less than Massey and about $3,000 less than New Holland," Balcom said. Councilman Larry Atkinson moved to purchase the Kioti; the board approved the motion in a roll-call vote with all voting "AYE."
