Local resident seeks Richland approval for private water connection to recreational park

Michael Brennan asked the Town Board on Jan. 13 for Richland’s formal approval so the Town of Sandy Creek can proceed with supplying water to his recreational park through a private line he would install and maintain. Attorney Graham Seiter told the board that Sandy Creek should put the request in writing and cite the intermunicipal agreement basis for seeking Richland’s sign-off before the town files any documentation in the clerk’s office.
Brennan said Sandy Creek’s staff told him that, “through their IMA with Richland, anything outside their district has to get the Town of Richland's approval.” Seiter advised that the formal step is for Sandy Creek to indicate the request in writing so Richland can review the agreement and act consistently with past practice. The board did not take immediate action; Mr. Brennan said he would update Sandy Creek the next night.
