Alison Hall told the commission the PDD document would not be ready by the May meeting. Commissioners discussed that the proposed PDD could include a written restriction limiting residency to people 55 years of age and older and that an HOA would be required. MaryPat Tyndall asked whether the Commission would be required to approve HOA regulations; Alison Hall said the Commission would only review the PDD, not HOA rules. Dale Guffey explained that a PDD is a legal document intended to prevent unexpected changes and that the restrictions would remain with the land even if the property were sold.
Commissioners also noted community opposition to the idea of annexation and acknowledged that development could proceed even if the City declines annexation. The discussion closed with conversation about drafting a potential PDD; no motion was made and the item was informational only.
