Council upholds east-side sewer plan for Scott Street after owner appeal

Property owner Scott Martin asked the council to relocate a proposed sewer extension to the west side of Scott St. The council voted down a motion to repeal a prior east-side offer; the previously approved east-side extension at a city cost of $36,770 remains in effect.
Property owner Scott Martin told the council he needs sewer service for three lots on Scott Street and said he had expected the sewer to run on the west side. Waters Engineering and the Public Works Committee had recommended placement on the east side. Council members discussed prior approvals, engineering requirements and city policy on utility extensions.
Council Member Heather Ingvalson moved to repeal the July 6 offer to run the sewer on the east side at a city cost of $36,770; the motion failed (two in favor, five opposed, one absent). Mayor Rick Brashear said the original east-side offer remains in effect and that any extension will require official engineering plans and Waters Engineering approval. The council noted the city charter allows up to $8,000 to be paid for utility extensions to property within city limits but that the city may pay more when the extension benefits the city.
