The Gilpin Township Board of Supervisors voted Oct. 15 to announce its intent to sell 120 Raymond Road after an appraisal returned a value of $2,500. Chair (the meeting chair) said the appraisal enables the township to proceed consistent with the statutory process because the amount is below the $6,000 bid threshold.
"It came in at $2,500," the chair said, presenting the appraisal to the board. The solicitor advised the board that properties appraised above the statutory threshold generally require a competitive bidding process and that the board should not accept offers below fair market value. One supervisor urged caution, saying he would prefer a lower price for a neighbor who plans to maintain the lot; the solicitor advised following the appraisal and statutory guidance.
Board members discussed options if the named neighbor declines to pay the appraised price, including publicly listing the property at $2,500 and allowing others to purchase it. The board agreed to include a notice in the minutes and to accept written offers for consideration at the next regular meeting. A motion to announce the intent to sell, conditionally under the $6,000 threshold, was made, seconded and approved by voice vote.
The board also directed staff to confirm any transfer costs and appraisal fees that would be added to the sale price and to prepare the legal notice for the sale process. The chair said the township's goal is to return the parcel to the tax rolls while following statutory requirements.
