The board said it needed more than an email assertion and requested records, photographs or standardized test reports showing hydrants were inspected and serviced to industry standards before payment would be made.
No deadlines for receipt of the proof were codified on the record, but supervisors said they expected documentation in time to consider payment during upcoming year-end budget actions.
