Keystone Municipal Management said it could step into Gilpin Township's water and sewer operations on short notice and offered both one-year interim contracts and longer-term management agreements.
"My name is Nicholas Kerr. I'm a small business owner. I own a company called Keystone Municipal Management," the presenter said while outlining services including hydro-excavation, leak detection and DEP-certified operators. Kerr described a typical one-year contract that could convert to a management contract and said his crews and equipment could be deployed quickly.
Board members questioned response times and local staffing. Kerr said his closest employee could be about 45 minutes away and that KMM typically maintains an on-call employee each week to respond to emergencies. He also described how KMM handles billing and back-office tasks and said the company provides monthly board packets showing work performed.
The board did not make a commitment at the meeting but voted to ask KMM for a formal, written proposal laying out services, staffing, response times and pricing before the year-end budget meeting.
