Cloud Lake adopts ordinance banning camping on vacant lots

The Cloud Lake Town Council on Jan. 8 adopted Ordinance No. 165, creating a vacant-lot maintenance subsection and a prohibition on camping on vacant lots in Chapter 28, Article I, Section 28-10.
Town Attorney William P. Doney read the ordinance by title. Council members said the ordinance responds to illegal camping on a vacant lot and clarifies enforcement when a parcel has multiple water meters but a single property control number. Virginia Standish noted a County parcel appears as “unit A and unit B because there are 2 water meters,” a point the attorney said does not change that the land is one platted parcel for enforcement. The ordinance also specifies that an RV cannot be parked on a vacant lot; an RV may be parked on a developed lot next to or behind a residence.
Council Member Alexandra Powell-Sardinas moved to adopt the ordinance; Council Member Kathleen Hoock seconded. The measure passed on a 4-0 vote with Council Member John Tyson absent. The ordinance text creates Subsection (13) — vacant lot maintenance — and Subsection (14) — camping prohibited — to provide criteria for maintenance and removal of occupants from vacant parcels.
Council discussion and the adoption record indicate the change is intended to give the Town clearer authority to address illegal encampments and related public-safety concerns.
