Joe (staff) explained industry and regional comparisons, noting most Orange County cities use similar dimensions and that state law changes on ADUs limit requiring replacement garages. "Staff's recommendation on this is to leave our garage requirement at 20 by 20," the planner said. Several commissioners supported the recommendation, with Commissioner Navarro explicitly saying the 20-by-20 dimension is typical in the region.
The commission also discussed driveway widths and depth. Staff proposed a 10-foot minimum width per vehicle and a 20-foot driveway depth to prevent cars from hanging over sidewalks. Commissioners raised ADA/accessibility concerns and scenarios involving accessible vans, and staff noted the municipal code already prohibits parking that encroaches on the public right-of-way. The commission generally coalesced around a 10-foot per-vehicle driveway width and a 20-foot depth standard, with staff asked to draft code language that clarifies per-vehicle width.
