The Placentia Planning Commission voted to recommend City Council approval of Tentative Parcel Map TPM2024-143, a lot-line adjustment at 975 South Lakeview Avenue that would divide the property into two parcels to better match current operations at the site.
Planning Manager Andrew Gonzalez told the commission the application is a "paper subdivision only" with no development tied to it; the change adjusts a south property line to place the fuel operations and administrative areas on separate parcels. Gonzalez said the proposal would clean up a nonconforming lot and that staff planned to recommend adoption of a resolution recommending the tentative parcel map to City Council, citing a categorical CEQA exemption for minor subdivisions (Class 15).
Applicant and property owner Peter Monge (Greenleaf LLC) addressed the commission and explained the lot-line shift would align the leased portion with the station fence line and resolve operational and addressing issues. "We the owners of the property, Greenleaf LLC — I'm the owner and managing partner — and we've been operating on that parcel since about 1999," Monge said, describing the lease to SC Fuels and confirming the applicant's acceptance of attached conditions of approval.
The commission moved, seconded and recorded a roll-call vote recommending approval to City Council. Chair Perez reminded applicants of the 10-day appeal window.
