MPS reports magnet placement gaps; staff propose priority-policy changes to improve economic integration

District staff reported on magnet placements and waitlist movement, saying that the Comprehensive District Design (CDD) goal of increasing economic integration through citywide magnets has not been met. Staff cited higher-than-anticipated numbers of families choosing community schools and described several potential changes: removing a half-mile residential priority protocol that favors nearby students; codifying year-long continuous movement of magnet waitlists; and establishing a baseline priority for students who arrive during the school year to improve placement fairness and enrollment balance.
Staff also reported that between Sept.-Oct. SY 23-24 and the same period in the current school year, magnet placements fell from 215 to 161 during comparable windows and recommended using waitlist management to build family confidence and move toward integration goals.
