Council approves consent calendar; staff explains $33,000 Totem closeout and Syfy reimbursement

Public Works staff explained the Totem inspections exceeded an original inspection sub-contract by $33,000 and that the larger master agreement covers related public safety building construction-management inspections. The staff representative said Syfy (the developer identified in the development agreement) "does reimburse the city, up to $150,000" per year and that the city had received "about close to $90,000" so far against that allocation.
Councilmembers asked whether the developer will reimburse the overage, and staff confirmed reimbursement eligibility under the development agreement. Councilmember questions also focused on contract oversight; staff said they will strengthen contract management and tracking going forward.
