Executive Director Dr. Tim Anderson and SAVEA President Beth Rehfuss presented a status update on the district’s Effective Instruction (EI) implementation during the May 6 meeting, describing a negotiated approach to address teacher concerns about the rollout timeline.
Anderson and Rehfuss said the district and the teachers’ union engaged qualified neutrals and produced an MOU (approved Feb. 18, 2025) to revise procedures, clarify coaching roles and align proficiency definitions. The administration said the 2025–26 plan requires each educator to participate in a minimum of four coaching rotations (one per quarter), adherence to a standardized unit‑planner template, and quarterly checks on proficiency. The memo and presentation also recommended a mid‑year and end‑of‑year review of EI implementation structure with district and union leadership and formation of a work group to develop evaluation tools.
Board members sought detail about how coaching cycles would be scheduled and whether non‑classroom staff would be treated differently; the administration said principals will disseminate coaching schedules and that weekly plans will remain flexible. The union representatives reiterated commitment to implementation but emphasized the need for clear teacher supports and a post‑July 1 reflection acknowledging the previous year’s challenges.
