Trail survey shows high satisfaction and large growth in e‑bike use, staff says

Aaron Hudson, public affairs specialist, presented results of the district’s 2025 trail user surveys. The district collected 341 in‑person responses across summer and fall stations and supplemental online responses; 98% of respondents rated their trail experience as ‘really excellent,’ 95% used trails for recreation while 28% used them for transportation, and bike use and e‑bike prevalence rose markedly.
Hudson highlighted a jump in e‑bike use: where 11% of bike users reported sometimes using an e‑bike in 2019, roughly 55% reported e‑bike usage in the current survey. Staff recommended increased education and outreach targeted to e‑bike users and coordination with neighboring agencies and enforcement partners to address safety and speed concerns.
Board members discussed passive radar signs, regional consistency of signage and shared enforcement challenges; staff said many tactics are being evaluated and that education and outreach will be emphasized as the district does not itself have full enforcement authority on trails.
