The Director of Engineering reviewed the district's five‑year capital plan and highlighted that the 2026 consolidated capital budget is approximately $50 million—the largest program the district has proposed. Staff noted the increase in parks and water capital spending since 2024 and emphasized that much of the water program is financing dependent.
“We should note these are very difficult numbers to read at the scale… this plan relies upon $31 million in financing for implementation and the total water capital plan for 2026 is 36 million,” the presenter said. Staff also described a reduction in a CMMS replacement line from $370,000 to $200,000 after selecting a cloud‑based migration approach, and reiterated that many projects—particularly water and some parks projects—require outside funding or loan closings to proceed on the proposed 2026 timeline.
Board members thanked staff for the long‑range planning and discussed the need to avoid ‘kicking the can’ by smoothing rate increases and sequencing financing and work to avoid emergency spending later.
