Finance staff briefed the committee that general and administrative personnel costs are largely flat after prior recruitment costs were removed and that increases in insurance and utilities will appear in the operating budget. "A lot of those same themes we talked about are gonna show up here, in terms of personnel cost, insurance, and utilities," the finance presenter said.
Under salary ranges, HR staff highlighted a 2.74% cost-of-living adjustment for management and supervisory pay that will go into effect on Dec. 13, 2025, and described several seasonal and limited-duration titles to add flexibility for parks and recreation. Finance staff also noted an ARPA grant billing of $475,000 that will be recorded on next month's report and credited to water projects.
