Accounting manager Andrew Sher presented the districtwide property tax budget and cash assumptions that underpin the 2026 plan, telling the board the district expects a 2026 property tax budget of $12.02 million—an increase of $726,000, or 6.4%, over the prior year.
“We are estimating about $11.4 million in property tax estimated to be received in 2025,” Sher said, then described the 2026 calculation that derives a $12.02 million budget based on county revenue estimate letters and current assessed values. Sher also cautioned that the distribution of property tax across operating groups remains “pretty squishy” until larger tax payments are received in December.
Staff also detailed major financing assumptions used to fund large capital projects. Presenters referred to an anticipated $170,000 final SRF draw for the water treatment plant, roughly $11.5 million of financing for Madden Creek, and about $19 million for Tahoe/Tahoe‑Cedars projects; staff described these inflows as assumptions that make the proposed capital spending feasible in 2026 but emphasized that many items remain financing‑dependent.
