Mendocino CSD adopts delinquent-charges report, will send list to county tax roll

The Mendocino City Community Services District voted to adopt a delinquency report and send the list of overdue water and sewer charges to the county auditor for placement on the county tax roll.
Katie, a district staff member handling billing, told the board the district initiated a program with the county last year and that initial delinquent balances were over $90,000; after certified-mail notice and county processing the district recovered about $42,300. Katie said 23 customers remained on the list and that 15 had been delinquent for 271 days or more.
Staff explained the county adds delinquent charges to the property tax bill and withholds a processing fee; the district does not receive guaranteed payment but receives funds collected less the county’s service charge. Katie urged customers on the list to contact the office prior to the county submittal date (Aug. 10) if they wish to resolve their accounts.
Chair moved to adopt Resolution 2026-334 authorizing staff to file the delinquent-charges report with the county auditor; the motion was seconded and the board recorded affirmative votes. The resolution passed.
District staff said they prefer working with customers before turning accounts over to county processing and that notices have appeared in the newspaper as part of outreach.
