Corvallis School Board unanimously finds grievance does not reflect board conduct

The Corvallis School District Board of Directors voted unanimously May 29 that "based on the information presented to the Board, the facts and the circumstances as set forth in the grievance do not accurately reflect the conduct of the governing body," a motion moved by Director Chris Hawkins and seconded by Director Judah Largent.
The motion followed an executive session convened under ORS 192.660(2)(f) to consult with counsel. In open-session discussion the board reviewed whether a contested event, described in the minutes as advertised a "meet the candidates" event, constituted a public meeting. Minutes record that two separate announcements clarified the gathering was not a school board meeting and that the event was structured to prevent group discussions or board deliberations. The board also noted that mere presence of more than three members does not automatically create a public meeting if no board decisions or deliberations occur.
The vote was recorded as Al-Abdrabbuh: Yea; Hawkins: Yea; Jones: Yea; Largent: Yea; Tominey: Yea; Wang: Yea; Whitebear: Yea, and the motion passed 7-0. The special meeting opened at 7:05 p.m. and adjourned at 7:17 p.m.; the minutes list Superintendent Ryan Noss and Assistant Superintendent Melissa Harder among executive staff present and were prepared by Kim Nelson.
