Deputy director Jennifer Wilson told commissioners that the board is setting up two new grant funds: $5,000,000 for mail-ballot related costs (including prepaid return postage) and $1,000,000 for 2025 election expenses. Allocation for the $1 million fund includes a $5,000 base per county to ensure small counties receive a minimum payment; distribution is based on voter enrollment.
Wilson also said the board received $373,000 from the Elections Assistance Commission as part of HAVA election-security allocations and that New York State has received $49,000,000 to date in HAVA funding for cyber and physical security. The board will use the same reimbursement model as other grants—counties incur expenses and then claim reimbursement under the grant terms.
