He cautioned that some aid lines (for example, universal pre-K) are based on maximum enrollment assumptions and that the sizable UPK line in the projection is likely unattainable for the district because the maximum numbers assume higher enrollment than the region can produce.
Josh said merger (reorganization) incentive aid is scheduled to decline each year (he cited an annual loss of roughly $65,784 until the eventual phase-out) and explained that those reductions should be considered in long-term planning. He characterized the overall change in the executive proposal as modest for the district, with an example bottom-line increase closer to $46,874 under some calculations when the UPK estimate is adjusted down.
