Superintendent outlines district response to governor's "bell-to-bell" cell phone order

Superintendent (S2) briefed the board on a recently issued governor's executive order that extends a "bell-to-bell" requirement on student cell phone use. He said the district already enforces bell-to-bell restrictions in elementary schools and limits secondary use to class time, lunch and transition; under the executive order districts must decide where phones may be stored during the day and adopt a local policy by the end of October.
Board members raised concerns about enforcement and whether the order, if placed in Division 22, could affect superintendent licensure. The superintendent said enforcement will be local (warnings, office pick-up and parent involvement) and that the district is awaiting legal clarity from LSBA and the administrators'association (COSA). "So we have to have something in policy by the end of October," he said. The board did not adopt policy at the meeting and expects model policy language and legal guidance in coming weeks.
