The Spring Branch Independent School District Board of Trustees voted 5-0 on Feb. 24, 2025, to send a Level Three grievance filed by parent Kristin Thomas back to Level II for reconsideration by district administration. The board recessed into closed session for the hearing under statutory exceptions and reconvened to take the vote.
Board President Lisa Andrews Alpe opened the special meeting at 6:01 PM and "certified that the provisions of the Texas Open Meetings Act, Texas Government Code Section 551.041, had been complied with in connection with public notice of the meeting." She told trustees the Level Three grievance involved employee matters and information about public school students, and therefore the hearing would be held in closed session. No members of the public signed up to speak during the public comment period.
The board recessed into closed session at 6:04 PM under Texas Government Code Sections 551.071 (consultation with the board's attorney), 551.074 (to hear a charge or complaint against an employee), and 551.0821 (deliberation regarding personally identifiable information of a public school student). The record shows the board reconvened at 7:19 PM and Trustee John Perez moved "to send the grievance back to Level II for reconsideration by the administration," a motion seconded by Trustee Caroline H. Bennett. The motion passed 5-0. President Alpe then adjourned the hearing at 7:20 PM.
Attendees listed in the minutes included the parent who filed the grievance, Kristin Thomas; district officials including Superintendent Dr. Jennifer Blaine and associate superintendents Dr. Annie Wolfe and Karen Heeth; Memorial Middle School Principal Ellen Green; district and board counsel Ellen Spalding and Clay Grover; and trustees Lisa Andrews Alpe, Caroline H. Bennett, Shannon Mahan, John Perez and David Slattery. Trustees Courtney Anderson and Chris Earnest were recorded as absent.
The minutes do not record specific allegations raised in the grievance or detailed argumentation from the closed session. The formal action recorded in open session directs the matter back to Level II for administrative reconsideration.
