STAFFORD MSD board denies Level 3 grievance from employee Patrice Eckland

The Stafford MSD board denied a Level 3 grievance filed by employee Patrice Eckland at a special called meeting on Nov. 10, 2025. The board returned from a closed session and, on an open motion, voted to uphold the administration’s Level 2 decision.
Board member Adam Sanchez made the motion, which stated: "Deny Ms. Eckland's grievance on the merits and requested relief and uphold the decision of the administration at Level 2 denying Ms. Eckland's request to change the SLO rating to 'Not Applicable' instead of the current 'Developing'." The motion was seconded by Patricia Soza-Montelongo and passed with a recorded vote of Yea: 6, Nay: 0; Suzette Thompson was absent.
The board convened a closed session earlier in the meeting to consult with legal counsel and to conduct the Level 3 grievance hearing in accordance with the agenda notice. The closed-session agenda cited Texas Government Code sections 551.071–551.082 and specifically referenced consideration of legal advice regarding the Level 3 grievance and Texas Education Code 11.303. The board returned to open session at 5:15 PM and took the public vote to deny the grievance.
The action leaves in place the Level 2 administrative finding and the employee’s SLO rating as recorded by the administration. The meeting then moved to and passed a motion to adjourn.
