The Blount County Board of Zoning Appeals voted to approve a special‑exception request that allows a private construction‑and‑demolition debris compactor at 10127 Chapman Highway in Seymour.
Chair opened the meeting and staff outlined the request as a use not clearly listed in the commercial zoning code, recommending review by the board. A staff member told the board the property is "a little over 2 acres," is accessed solely from Chapman Highway and is shielded from view by mature trees. The staff presentation said required permits would include TDOT driveway review, an electrical permit and that TDEC may require solid‑waste permitting.
Applicant Thomas Richards told the board the compactor would be used only for the company's own loads and "nothing will stay on the ground overnight." The applicant said recyclables such as metal and concrete would be salvaged and that compacted material would be hauled to the county landfill.
After brief questioning, the Chair moved to approve the request; a second was recorded and the motion passed. The approval was made "to comply with section 11.5," and staff said the board's approval should be conditioned on the issuance of required permits and any determinations by state agencies.
The board did not attach additional operating restrictions beyond the permit condition; the applicant may proceed only after securing required permits from TDOT, TDEC (if applicable) and the county electrical authority.
