On policies, staff said they removed routine prehire drug-testing language that had been paused during COVID while retaining a drug-free-workplace policy and a reasonable-suspicion testing procedure for safety-sensitive roles. "So our current practice is we are drug screening anybody that's operating, a vehicle or heavy machinery," Committee member (speaker 7) said, and staff added that any expanded testing would require changes to union agreements. Staff also summarized a small wording change to resident-student admission criteria that gives the superintendent discretion in some cases and clarified that the district no longer provides an 'alternative certificate' option.
On motions, the board moved and seconded approval of Resolution 2025-02 (the Douglas ESD local service plan), approved an MOU related to tuition reimbursement with the Douglas County bargaining council and the local educators association, and approved the South Umpqua strategic plan, all as part of the consent agenda by voice vote.
