Council delays vote on GFL waste contract extension to incorporate resident concerns

After a multi-hour agenda item and extensive public comment, the Stafford City Council on Aug. 5 voted to defer action on a proposed amendment and extension to the city's solid-waste contract with Green For Life (GFL) until the Aug. 19 meeting so staff can compile residents' and council'member edits.

GFL representatives told the council they are willing to make changes and clarified several points in question-and-answer session: non-GFL containers would continue to be collected on the designated bulk day; GFL will replace GFL-damaged carts at no charge; and the company will include special-valet language (yellow-top lids) for seniors or residents with disabilities if the city opts to transition to company carts. "If that's what you guys would like, then that's what we'll do," a GFL representative (Bryce) told councilmembers.

Councilmembers pressed for binding contract language rather than a Q&A memo on subjects that residents cited as essential: whether bags placed at the curb will still be picked up on non-bulk days, whether a move to automated carts would force some residents to wait up to a week for bulk pickup, and what protections exist for seniors and residents with limited mobility. Several residents said they value the current flexibility (workers picking up loose bags on multiple weekly pickup days) and warned that moving to an automated, cart-based system without clear, enforceable provisions could create health, aesthetic and access problems.

Citing the volume of feedback and remaining open questions, the council moved and passed a motion to return the GFL amendment and extension to the Aug. 19 meeting so the full council can review incorporated contract language and staff recommendations.
