Planning staff reports record permit pace, tidal-flood vulnerability study pending; yacht club permitting stalled

Staff reported the city is on pace for a record year of single-family building permits (19 since Oct. 2024, 13 in 2025 so far). The yacht-club permit work remains stalled while financing is pursued; a Keith & Associates vulnerability assessment on stormwater and regional systems is underway and the board will await its findings on tidal-flood elevation guidance.
Planning staff updated the board on several operational items. Dave Dixon said the city is "on pace for record year for new single family residential building permits" and provided a running count: 19 since October 2024 and 13 so far in 2025. Members asked for updates on the yacht club project; staff said there has been no recent permitting movement and that financing is the limiting factor.
On sea-level and tidal-flood planning, staff reported that Keith & Associates is conducting a vulnerability assessment of regional stormwater systems; the marine advisory board and planning staff prefer to await that technical study before recommending any specific tidal-flood-barrier elevation changes. The board asked staff to bring back findings and recommended next steps once the study is complete.
