Some members expressed hesitation about recommending code changes without stronger evidence. One committee member said: "I don't know that we've seen... enough evidence to support that we need to change codes or... enable new zone districts," and suggested the EDC consider performance indicators (vacancy rates, economic indicators) as triggers for any zoning action. City Attorney Hernandez and other members clarified that code changes would still go through planning-and-zoning review and the commission, and that the committee's role at this stage was primarily to identify items for further study rather than to enact changes.
