South River approves $2.92 million bond ordinance for equipment, park and sewer work

South River’s Borough Council adopted Ordinance 2026-15 on June 29, 2026, authorizing $2,921,000 in appropriations for a package of capital improvements that includes a sanitation truck, police and fire equipment, Veterans Drive Athletic Field upgrades and sewer system improvements. The ordinance authorizes issuance of bonds and notes not to exceed $1,805,000 to finance a portion of the costs.
The ordinance text states the appropriation includes $1,020,738.85 in grant funds expected from the Middlesex County Open Space, Recreation and Farmland and Historic Preservation Trust Fund toward Veterans Drive Athletic Field improvements and a $95,261.15 down payment. Section 3 lists sewer-main and pump-station improvements among the sewer projects, and the ordinance authorizes the chief financial officer to manage bond anticipation notes and report sales to the governing body.
Council President Matt DeSantis moved to waive the full reading and the clerk read the ordinance by title. No members of the public spoke on the ordinance at the public hearing, and the minutes record the ordinance as "Adopted 6-29-26." Municipal Clerk Alyssa Hager certified the adoption in the meeting record.
The ordinance includes standard Local Bond Law provisions (N.J.S.A. 40A:2-1 et seq.) on maturity and the Borough’s pledge of full faith and credit for repayment. The measure also allocates up to $556,000 for interest, issuance costs, engineering, legal fees and other permitted costs as part of the project estimate.
