Councilman Mazzola made the motion to proceed and Council President James seconded; roll call on introduction recorded five yes votes with Councilman Fitzpatrick absent.
Council members spent much of the session reviewing departmental requests and line-item changes. Borough CFO Bachich told the council that a final tax rate was not yet available "pending final information from the Borough Auditor," and Administrator McCafferty said healthcare costs were "approximately a 14-17% increase over last year." Council agreed to include capital-request dollar figures in the introduced budget so a 5% down-payment figure could be entered; amendments are possible before adoption if the tax impact is too large.
The introduction was procedural and does not itself set rates or appropriate funds. The next formal step is the public adoption hearing and vote, at which time council may amend totals or capital items based on new auditor figures or additional council direction.
