After the public portion opened at 8:26 p.m., several residents described plans for a "Team Buddy" walk to honor a Pitman family coping with childhood cancer and asked the council to expedite approval. Speakers in the public portion included Jennifer Buck, Rich Nardiello, Ashley Levinson and Heather Nelson, who emphasized community support and concerns about liability as the event grew beyond its original, small scale.
Following those remarks, Council President Vanessa James moved that the council support the Team Buddy event "contingent upon a new event permit being submitted, appropriate insurance being obtained, and all Police recommendations and requirements being met." The motion was seconded by Councilman Uyehara and passed by roll call with all members voting yes. The minutes record that one organizer had withdrawn a previously submitted permit because the event grew significantly in scope and raised liability concerns.
