Staff (S4) recommended formalizing partnership agreements with nonprofits that receive city funds, including the library and Meals on Wheels, to clarify expectations and oversight.
The council did not vote on any changes to nonprofit funding but directed staff to refine line items and consider formal partnership agreements and any legal limitations on requiring financial disclosures.
