Commissioners heard that state law requires cities to allow low-barrier navigation centers as a permitted use somewhere within their jurisdiction; staff said the draft ordinance would allow those uses in the public/residential multifamily zoning district and noted Montalvo Oaks and the Gates Avenue Elementary public zone as existing applicable areas. Staff added that while the use would be permitted where zoned, any new structures would likely require site and architectural approval.
The commission also learned the draft ordinance would explicitly allow single-room-occupancy units in public and multifamily zoning where the state required such allowance. Commissioners discussed possible rezoning targets (two Winchester lots were flagged) and asked staff to present more detailed proposals as part of the upcoming rezoning program.
