City officials described the agreement as a mechanism for coordinated emergency planning, practice drills and collaboration among county emergency services and partner agencies. Mayor Scott Carmack referenced his service on the emergency management board while briefing council on the purpose of the interlocal agreement. The resolution authorizes the mayor to sign; council did not record further conditions or amendments during the meeting.
