County board overturns Salinas City denial and allows kindergarten transfer for Colton McLean

The appellant told the board she submitted transfer paperwork in mid-January but did not receive notice of the district's denial until June 23, although the denial was dated May 8. "We request that Colton also be approved for transfer so he can attend with his sister," the appellant said, stressing the logistical difficulty of dropping off and picking up two children at different schools.
Estela Hernandez, executive director of people services for Salinas City Elementary School District, urged the county board to uphold the denial, saying the district's decision followed Education Code and board policy and that the request did not meet statutory hardship criteria. "This appeal does not meet the legal or policy requirements for approval," Hernandez said.
Board member John moved to allow the student to attend Spreckels for the full school year; the motion was seconded by Board member Virginia and adopted by voice vote. The moderator said the board's written decision will be mailed to the family and advised the appellant to notify Spreckels while awaiting the formal letter.
