Staff presented a draft resolution describing the committee’s purpose and a suggested time frame; council debated whether the full council or a smaller ad hoc should do early work. The city attorney explained legal limits: while the council can decide whether to place a measure on the ballot and what it would look like, the council as a body and staff are prohibited from campaigning for it. The council discussed the need for public outreach and that any independent campaign committees would need to file the appropriate political paperwork.
Council voted to form the ad hoc committee and appointed two council members (named during the meeting) to serve on it; the resolution included an effective date and a one-year timeframe but noted the committee’s work would conclude once the council either places a measure on the ballot or decides not to proceed.
Council members emphasized the need to involve the broader community and to use the ad hoc committee to prepare options for full-council consideration.
