Planner Sabrina Seamon presented a rezoning request from property owner James Rogers III to rezone 119 Evans Avenue (Parcel ID: 03203410 00100) from LB (Local Business) to IB (Intermediate Business). Seamon said two adjacent vacant lots already zoned IB would be adjoined with the 119 Evans parcel to create a larger commercial parcel; the existing structure was built in 1930 and has been used commercially and taxed as commercial.
Commissioner Jake Stokely moved to approve the rezoning and Commissioner John Wallace seconded. Resident Chris Workman asked why the request favored IB rather than LB; Seamon and Development Director Steve Neilson explained IB matches the corridor zoning, allows more uses outright, and avoids a split‑zoned lot of record. The commission voted 9–0 to approve and forward the request to City Council.
