MCOE program wins CSBA Golden Bell as county showcases 'Science of Reading' training and early gains

The Monterey County Board of Education on Oct. 15 celebrated the Dream Big Monterey Science of Reading Academy after staff announced the program will receive a CSBA Golden Bell award in December. County educators described a multi‑year effort of training, classroom coaching and family literacy toolkits designed to translate reading science into everyday practice for teachers and students.

Dr. Lewis and other literacy leaders told the board the five‑day academy pairs hands‑on training with follow‑up coaching so teachers implement evidence‑based routines. Presenters credited a private donor and stipends that helped scale the program, and they said the program trains teachers and provides kits parents can use at home. An educator in the presentation noted measurable early gains: "1st grade began the year with 44% at or above grade level, our highest starting point ever, and closed the year at 71%." The board applauded and encouraged continuing evaluation as students progress toward CAASPP testing years.

The presentation also previewed plans to expand family supports and align after‑school activities with the four‑day instruction model. Staff emphasized the results shown in formative assessments are promising but that districtwide test scores will take several years to reflect the work because the state testing grades occur later in students’ trajectories. The board offered congratulations and asked staff to return with further impact data and next steps for sustaining coaching and materials distribution.
