County board grants interdistrict transfer for kindergarten student after hearing

The Monterey County Board of Education heard an interdistrict transfer appeal filed by Maria Gire seeking to allow her kindergartner to attend school in a neighboring district where the family—s older children already attend. Gire described work and child-care difficulties that make getting the child to the assigned school impractical and said the older children—s continuity of services (including a bilingual/dual-immersion program) factored into the request. "I'm requesting this interdistrict transfer. This is very difficult for me," Gire told the board.

Salinas City Elementary District representatives explained the district—s denial under Education Code and district policy and said the district offers multiple dual-immersion options and extended-learning programs that would address after-school care needs. Ronald Dillander, the district—s associate superintendent of educational services, said the denial followed policy and cited the scale of interdistrict outflow (468 students in 24-25) as a systemwide concern for stability and program planning.

After board questions and deliberation, a trustee moved to grant the appeal and allow the student to attend the schools of the LSL Union School District for the 2025-26 school year. The motion was seconded and adopted by the board. The board recorded the motion and confirmed the student shall be permitted to attend the requested district for the coming school year; staff said they would process the permit and explain next steps to the family.

The board noted the hearings are public and that procedural rules require specific standards for the county board to overturn a district denial; in this case trustees determined the family—s circumstances and the educational/health interests of the student supported granting the transfer.
