Trustee Santucci summarized the village's participation in the Ground Emergency Medical Transport (GEMT) program and recommended amending the municipal code to reflect the 2026 ambulance billing rates established by the Illinois Department of Healthcare and Family Services (HFS). "GEMT is a federally funded Medicaid program that allows municipalities to recover a portion of the actual cost of providing ambulance services," Trustee Santucci said.
Staff told the board that participation requires an annual cost report to HFS prepared by the finance director and fire administration; HFS uses that report to calculate allowable reimbursement rates. An ordinance (26-O-18) amending the ambulance fee schedule was introduced under the attorney section and later approved by roll call.
