St. Stephen council adopts 2025 budget after Truth-in-Taxation hearing

The St. Stephen City Council approved its 2025 proposed budget after opening a Truth-in-Taxation public meeting on Jan. 8. Mayor Lisa Marvin opened the hearing at 7:01 p.m.; no members of the public raised questions, and the council voted to adopt the proposed budget (motion by Council Member Danita Traut, seconded by Council Member Steve Trobec).
Treasurer Kurt Niemeyer presented the October 2024 financial report showing a beginning balance of $1,899,425.62, receipts of $12,705.46 and disbursements of $24,594.54 for an ending balance of $1,887,536.54. Council approved rolling over a roughly $60,000 CD with Falcon for 13 months at a new rate of 4.1% (previously 5.05%). The minutes note projected reductions to League of Minnesota insurance (about 6.5%) and workers’ compensation (about 20%) for 2025.
The budget adoption followed the statutory Truth-in-Taxation process; the public meeting generated no public comment. The clerk was directed to finalize and submit levy certification by the end of December as required, per the treasurer’s report. The council’s action concludes the formal local budget-setting step for 2025 and leaves routine treasury matters—such as whether to move business checking funds to a money-market account—open for additional staff follow-up in the January meeting.
