City Manager Jon Schneider reported that the developer working on apartments behind Leppinks along Pine Lake Drive expects to submit final construction drawings this fall and is proposing to increase the previously approved 102-unit design to roughly 122 units by altering the unit mix toward more studio apartments.
Schneider said he had not yet seen the final drawings and that his primary concern would be parking; the developer is preparing adjustments for additional parking to be reflected in the final submittal. Commissioners discussed whether the change should be treated as a minor or major modification; the consensus was that it should be handled as a minor change so the developer could proceed to final-drawing approval rather than restarting the full approval process, which would include public notice and hearings.
Staff will review the final drawings when submitted and evaluate parking, setbacks and any other zoning impacts before issuing final approval or directing a return to the full review process.
