School committee accepts first read of revised policy sections, debates device/handbook split

The Rockport School Committee voted to accept a set of cleaned policy sections as a first read and spent much of the discussion clarifying the district's approach to mobile devices and acceptable-use rules.
Superintendent Mark Branko explained that the subcommittee worked with a Mass. Association of School Committees (MASC) consultant to align the district manual with model policies and to remove operational procedures from the policy text. "The policy subcommittee has then made recommendations to move them forward to this committee," he said, describing the first-read process as an opportunity for the committee to ask final questions before a second read and formal adoption.
Members raised questions about where student-facing rules — such as mobile-device use and cellphone practices — will be documented. Several members urged that, while policy should set responsibilities and delegations, procedures and handbooks are the appropriate place for the day-to-day operational details. A member noted the district's IJNDC (acceptable use) and IJNDB (technology integration) policies remain in the manual but that the superintendent and director of technology will develop procedures and guidance for principals and staff to implement.
A motion to accept the clean versions as a first read passed by unanimous voice vote. Committee members said they expect follow-up materials and a second read in a future meeting where the committee will vote on final adoption.
