The Rico Board of Trustees voted unanimously to approve a special-use permit for Boulder City Mixology (dba Enterprise Bar and Grill) for property at 1 N. Glasgow. Mayor Nicole Pieterse moved the motion; Trustee Cristal Hibbard seconded. The roll-call vote was 6-0.
The board attached six conditions to the permit. Those conditions include limiting the RV to use "as an office and or space for temporary stays for employees of the applicant commuting from out of town," requiring that "the permit shall sunset if the property is sold or Boulder City mixology is no longer the lessee," and requiring an amendment and RLUC review for any change of the original requested use. Other conditions create an annual staff-level review, allow staff-level suspension pending investigation, and require written complaints to be submitted to the town with an applicant right to a repeal hearing before the board.
Town Manager Chauncey McCarthy summarized the application and the applicant provided comment during the meeting. The board discussed the conditions and community impact before the vote. The motion and conditions were recorded in the meeting minutes.
The permit includes an annual staff review and a process for the town to suspend the use for investigation. Next steps are ministerial: with the permit approved at the meeting, the applicant and staff will follow the listed conditions and any future changes to use will require return to the Rico Land Use Code review process.
