WCIDA approves PILOT for WO Walworth Solar LLC after Greenspark presentation

The Wayne County Industrial Development Agency board voted to approve a payment-in-lieu-of-taxes (PILOT) resolution for WO Walworth Solar LLC following a presentation by Greenspark representatives.
Deputy Director Katie Bronson introduced Ryan Black and Brooke Mayer of Greenspark, who said the project has secured approval to interconnect to the RG&E utility grid and has paid a 25% down payment to secure that approval. "The down payment is to support and reinforce the existing infrastructure and upgrade the local grid at their own cost," Ryan Black said. The company also reported that no members of the public submitted comments at the project's public hearing. Amanda McDonald moved to approve the PILOT; Pamela Heald seconded, and all present voted in favor.
Board members discussed logistical matters including land maintenance and payment flows to the town via the project's bond lease. Executive Director Brian Pincelli noted the town deferred to Greenspark for further clarification following the town public hearing, including agricultural concerns the town raised. Greenspark representatives departed the meeting at 9:34 a.m.
The resolution authorizes the project to proceed under the terms presented; board members did not record conditions tying the PILOT to battery-storage components (Bronson noted WCIDA's current solar projects have no BES elements). The board did not receive or record public objections during the meeting.
