Jail administrator asks board to set procedure for MOUD medication bills from opioid-settlement funds

Andrew Long, the county jail administrator, told the board the jail received a medication bill from Osterhaus for an inmate on medication for opioid use disorder and asked whether opioid-settlement funds could be used to pay if the ASO (administrative services organization) does not cover it. "That medication is a $150.82," Long said, and he requested direction on whether the county should present each bill to the board or adopt an internal procedure for payment and tracking.
Board members agreed the county should ensure HIPAA-compliant records and tracking (suggesting an inmate identification number rather than names) and that staff should draft a request form and an auditable process. Chair Don Swinker said he had "no problem with it" provided staff coordinates with the auditor and legal review; the board asked Long and auditors to return with a proposed procedure for approval.
