Red Oak ISD holds public hearing on 2025-26 budget and proposed tax rate

The Red Oak Independent School District Board of Trustees held a special meeting on Monday, June 16, 2025, at 6:30 p.m. at the Red Oak ISD Education Service Center. Board President Melanie Petersen announced a quorum; present members were Petersen, Vice President Johnny Knight, Secretary Sean Kelly, Donna Knight and Brian Sebring. The meeting began with an invocation and the pledges of allegiance and proceeded to a public hearing on the district's 2025-2026 budget and proposed tax rate.
Dr. Bill Johnston, the district's chief financial officer, conducted the public hearing and displayed a PowerPoint outlining the draft budget and related materials. The presentation covered budget development and adoption, general fund revenues and expenditures, fund balance, a "Where Your Dollar Goes" summary, the Student Nutrition Fund and the Debt Service Fund. It also addressed enrollment and attendance measures (average daily attendance and weighted average daily attendance), revenue per WADA, property taxable values and estimated tax revenue, tax collection and rate history, principal taxpayers, and the stated impact of property values. The presentation slide deck also listed "Next Steps."
No members of the public spoke during the Open Forum. The agenda listed several Texas Government Code provisions that could authorize a closed session (including Sections 551.071, 551.072, 551.073 and 551.074 among others), but the board did not convene a closed session. With no further business, the meeting adjourned at 6:58 p.m. The draft minutes are signed by Melanie Petersen, Board President, and Sean Kelly, Board Secretary.
