Wheaton approves e‑bike ordinance to address out‑of‑class devices; staff to track state H.B. 4840

The City Council unanimously passed Ordinance O‑2026‑18 on April 6, amending Chapter 70 (Traffic and Vehicles), Article VI (Bicycles) to address out‑of‑class electric bicycle devices. City Manager Michael Dzugan told council staff reviewed the ordinance at the March 16 meeting and will monitor H.B. 4840 in the Illinois legislature and ‘‘update the ordinance if necessary to comply with future regulations.’’
Bob Van Valzah, chair of the Bicyclist and Pedestrian Commission, voiced support for the ordinance and offered the commission’s assistance with implementation and public awareness. Council members said they expected staff to develop an outreach plan and compliance approach once the ordinance takes effect.
