Council directs ordinance for DuPage PADS to operate 24 hours after planning board recommendation

The Wheaton City Council on April 6 received the Planning & Zoning Board recommendation and directed the City Attorney to prepare an ordinance to amend the PUD (ZA #26‑09) at 703 and 705 W. Liberty Drive to permit DuPage PADS Day Shelter to operate 24 hours. The motion to direct the City Attorney was approved unanimously.
April Redzik, President and CEO of DuPage PADS, described the organization’s access center functions and said the center provides an alternative to police lobbies, emergency rooms or train stations during cold weather. Redzik told the council the access center offered medical assistance, bus or train cards and screening to determine interim housing or transportation to a person’s area of origin.
Councilwoman Lynn Robbins raised resident and business concerns about individuals who refuse services and then remain in surrounding neighborhoods, and she noted increased police and emergency calls. Redzik replied that of 186 overnight cases, ‘‘180 were resolved successfully with services.’’ The board and staff said they retained concerns about people denied entry who might be left without assistance; the Planning & Zoning Board recommendation included six conditions to address operational and neighborhood impacts.
Councilmembers said they wanted the City Attorney to draft implementing ordinance language reflecting those conditions and return it for future council consideration.
